Brian Finucane is a senior adviser with the U.S. Program at the International Crisis Group. He previously worked for a decade in the Office of the Legal Adviser at the U.S. Department of State where he advised on legal and policy issues relating to the law of war, war crimes, the use of military force, and counterterrorism.
