In Eden, N.C., a retired coal-ash disposal site has leaked into nearby Dan River twice this month, spilling thousands of tons of toxic sludge when a 48-inch pipe broke on Feb. 2.

This comes a month after the Elk River spill in West Virginia left 300,000 residents without clean drinking water.
